POPE (People Organization for Planning Education)

local context

India is often considered one of the youngest countries in the world. Yet its population is aging at an accelerating rate: the country is home to nearly 153 million people aged 60 and older today, and that number will rise to nearly 350 million by 2050—roughly one in five Indians.

This demographic transition poses a major challenge in a country where social protection and care systems for the elderly remain inadequate. Many older adults live in isolation and precarious conditions, while aging can place a significant financial burden on families with limited resources.

The POPE association was founded in 1987 in Tamil Nadu to advocate for the rights of Dalits. Since 2013, a program to support the elderly has been developed there in partnership with Petits Frères des Pauvres France. It primarily serves Dalits and so-called tribal communities.

Meeting Beneficiaries' Basic Needs & Medical Consultations

The association’s volunteers distribute food kits (flour, oil, eggs, etc.) on a regular basis. They also donate kitchen utensils, mattresses, and canes. Finally, they identify repairs needed in the homes of seniors so that they can live in better conditions.

The association’s clinic sees about 50 seniors daily for medical consultations. The association also organizes monthly screenings to detect cases of cataracts.

Organizing Community Meals

The organization holds a community meal once a month for about 100 people. During these gatherings, the organization provides clothing or basic necessities, depending on its available supplies.

Organizing Respite Care Stays

The POPE association has built a center that can accommodate 20 people for respite stays. Every 15 days, a group is welcomed for a 5-day stay. These stays allow people to rest in a supportive environment, socialize, participate in activities with the children cared for by the center, and visit the clinic for a health checkup.

Projets phares

Support and Care Programs for the Older Adults

20 elderly individuals are housed in the short-term shelter during emergency situations. Elderly people who are destitute and without resources regularly receive, two to three times a year, a community lunch, new clothing, and other assistance. Volunteers responsible for supporting the elderly are trained and receive support (training, consultations, etc.) as needed.

NEAM

At the same time, POPE has developed the National Elders for Action Movement (NEAM). This network was established and has grown stronger in the states of Tamil Nadu and Pondicherry. The goal is to bring together local stakeholders working to address issues related to aging. In particular, an annual conference is held to urge the government to make changes to public policies and programs for the well-being of older adults.
